You have to edit your database file for that:
Style "Pager" NoTitle, Sticky, StaysOnTop, WindowListSkip, NoHandles
Style "WinList" NoTitle, Sticky, StaysOnBack, WindowListSkip, NoHandles

Have a look into your ~/G/L/A/.workspace_state file, maybe Afterstep
restores the windows from previous sessions. If you donīt want that,
you can comment out the line for it in your autoexec file.

In your ~/.Xdefaults (or .Xresources) and maybe in
/usr/X11R6/lib/X11/app-defaults/
