You'll need to get afwharf 1.4.5.55N2 or later, or AfterStep 1.4.5.55N6.

Here's a snippet that should work:
*Wharf apps xxxxxxx.xpm Folder
*Wharf asload - MaxSwallow "asload" asload -shape &
*Wharf asmixer - MaxSwallow "asmixer" asmixer &
*Wharf ascd - MaxSwallow "ascd" ascd &
*Wharf asclock - MaxSwallow "asclock" asclock &
*Wharf ~Folder
If you want the (really spiffy) three dots on the folder, replace the
first line with:
*Wharf apps xxxxxxx.xpm,3_dots.xpm Folder
