Still can't use Xwindows without being root

I am having a lot of trouble getting a handle on setting permissions
under Linux. I do it all the time with Novell, but this is a little
different. If I log in as regular user and do a startx I get a message
that says '/usr/share/locale no such file or directory. I don't
really care that much about security since I am the only one that uses
this computer. I of course do not want people blasting my computer from
the net.
Back to my problem with xwindows. I can go to the /usr/share/locale
directory when I am logged in as a regular user and it looks like I have
all the same rights to the files as root, but obviously not. Is there a
way to give a group all the rights that I need to run AfterStep? Do I
have to always keep messing with permissions everytime I load a new program?
