Odd directory creation

I've been meaning to ask about this for awhile, since the bizarre
behaviour has continued to recreate itself over and over again on every
machine I'm using X on (which is every machine I'm using AfterStep on,
except the Dx4-100, which is using BlackBox because it's really tiny).

I'm pretty sure this is AfterStep doing it, since I can nuke the directory
in question and restart XFree and open an Xterm to see the directory has
returned, but why does AfterStep keep making a ~/username directory? 

It's just weird.  Heheh.
