Tips on icons and menu configuration

I am runnig redhat 5.1 with afterstep (the version included in the
installation). Would like to know:
1. is it possible to have tips above the icons, so that I can see the name
of the application behing it.
2. how do I configure the menu obtained when right clicking the mouse. This
only appears in the user directory, and I would like to have it globally.
