The Screen Shot on the AS HomePage

On the AS home page there are some screen shots (2 to be exact). I was
wondering if somebody could tell me what the tool is that is pictured in
the lower center of the screen. (The Picture is the one on the left) The
title in the title bar is "Desktop Preferences". Please any help would be
great.
