AfterStep and ASCP

When I run ascp 0.8, it tells me that it can't find the ~/.steprc file,
and I read that the after a certain version number, after mine that the
.steprc file was not used.  How can I customize afterstep then?  If I
can, is there a utility that can do that for me like how ascp helped me
with my earlier version.
