Try these:

In your pager file set:
#*PagerRows	         0
*PagerColumns        1

Or just remove the line specifying PagerRows entirely.

In your base.24bpp file set:

DeskTopSize 3x4

And in your autoexec file set 

Module  "I"     Pager 0 0
