How to stop my windows from moving.

I was wondering how to stop my windows from moving when I move my mouse 
to far to the right or left or up or down. I don't know if this is a feature 
that some people like or if I have something set wrong. Let me make sure I a 
making sense. For instance if I am in Netscape or any other program and I move
mouse all the way to the left of my screen the Netscape window jumps 
halfway off the screen.
