Start menu configuration?

My start menu isn't recognizing additions/changes under the
/usr/share/afterstep/start directory, even after a complete restart of
AS.  I thought that changes under this directory would automatically be
reflected by the start menu.  What needs to be done to have the menu
re-read this dir?

Also, can changes like these be made under
~/GNUstep/Library/AfterStep/start?
