Root is the only user that can run AfterStep

I am haing a problem running AfterStep logged  in as a regular user. Is 
this a normal problem that I am having because I did not setup AfterStep 
correctly?  Does everyone have to mess around with permissions in order 
to get AfterStep to work properly? Is there path statements that I need 
to do for the user that I am trying to get functioning with AfterStep? If 
it is path statements can I put them in system script so everyone gets 
these path statements? 

When I type startx xwindows almost loads then comes back to the shell and 
there is an error saying, /usr/share/afterstep does not exist. When I am 
logged in as this regular user I can go to that directory and see all the 
same files the root can see, so I don't know what to do. If it is 
permissions can set them for a group as opposed to individual users. I have a
Linux book but it has very little in the way of permissions.
