Problems with ASCP

I am  running Afterstep (1.4 or  1.4.4) with tk8.0  & tcl8.0 on RedHat
Linux 5.0.  Everything seems   to compile and install without  problem
but when I try to  run ASCP I get an  error about "parsing the .steprc
file, choking at line 4".  As far  as I understand the recent versions
of Afterstep should not  even be requiring a  ".steprc" file. It would
be greatly appreciated if anyone could shed any light on this anomaly.
