ftp.afterstep.org has the latest released betas.  There is no system in 
place for up-to-the-minute updates.

Guylhem takes care of putting peoples' patches together.  That's probably 
a big reason why he's so tired of being maintainer; it's a lot of work, 
and he's a med student too.

As for revision control, the suggestion has been made, but no real effort 
to find a site willing to host such a system.  It would be nice. :)

We'll take any help we can get. :)

Seriously, we're short of coders (we have only three right now), and we'd 
love to have more.  We're trying to get a stable, fast release ready for 
1.5 at the moment, then we can add more features.

Sounds great!  You can get the latest source from David Mihm's site:

Look for 1.5pre7, this source is up to date as of yesterday.  The tarball 
includes a buglist and a TODO.  We really want a stable 1.5, so new 
features will probably have to wait for inclusion, but take a look, 
there's lots to do.
