Your patch has been added, as 1.5beta4-01-makoto-i18n_and_xlocale.patch.  
I changed balloon to use load_font, and the setlocale()'s use AFTER_LOCALE, 
but otherwise the patch is unmodified.

 o added fontset support to balloons, Pager, Wharf, and Zharf
 o new configure option "--enable-xlocale" added; this flag defines
   X_LOCALE, which is needed for DBCS font support
