Did you check permissions on your /usr/local/share/afterstep dir ?
does it have +r for others ?
Please be more specific.
keep in mind that you can start afterstep and log its output using this :
afterstep -l ~/afterstep.log
That may give you clues as to what is happening.

That is how its supposed to be , as long as they are readable by world.

you can use --bindir --libdir --datadir switches to configure
