1.99 and putting the pager in the wharf

I've been doing this under 1.8.12 by a wharf file entry like:

# Pagers
# 
*Wharf Pager - SwallowModule "Pager" Pager 0 0

If I do this in 1.99, the pager doesn't conform itself to the size of
the wharf; instead, I get wharf buttons that are almost but not quite
two square icons in size.  (Usually; I've also got one where it was four
desks in the icon, but that seems to be heavily influenced by invocation
order and if I've independently started the pager recently.)
