This is a feature of X, I believe. The wheel acts as an extra button.

I would imagine. Here are the relevant parts (courtesy of pogolinux
tech support) from an X configuration file
that allows the wheel of the mouse to work:

Look in /etc/X11/XF86Config-4, for "Mouse0" and make the following changes:
Section "InputDevice"
Identifier "Mouse0"
Driver "mouse"
# change proto to IMPS/2 (IM==wheel)
# it may already be this way if you're getting click responses
Option "Protocol" "IMPS/2"
Option "Device" "/dev/psaux"
# make sure buttons=5 or better (fancier mice)
Option "Buttons" "5"
# ZAxisMapping 4 5 actually enables scrolling behavior
Option "ZAxisMapping" "4 5"
Option "Emulate3Buttons" "no"
EndSection
Restart X (log out, and press Ctrl-Alt-Backspace to reset the X server),
and the scroll wheel should work. (This section is actually cut and
pasted from my own XF86Config-4, which is being used to help type this
message. :)
