(My explanation might actually be way off, though I think I'm correct

Maybe he/she isn't subscribed?  Maybe you have a question about his/her
system that you don't think others on the list should see?  Maybe you
want to send an off-topic response to the person?  And I'm sure there
are more situations when a private reply would be more appropriate than
a list reply.
