Okay, I've managed to reproduce this bug (AS 1.7.169):

Move a window by dragging the titlebar (transparent move, not opaque),
and release the mouse button when it is over a titlebar button of the
original (not yet moved) window. The window is moved properly, but in
the (former) location of the button a tooltip pops up. It only gets
deleted when another tooltip balloon appears.

This works only with transparent moving and with certain looks (I
guess because of differences in TitleButtonBalloonDelay).
