moving icons.

am I the only one thats noticed that when 
you try to move around icons, they move as
if they are the size of the opened windows.
I can't get aterm icons any closer to 
my zharf, which I'm not allowed to cover, 
than if I had the window open.   
I'm running afterstep 1.7.117, and
I think I noticed this problem when I 
upgraded to 1.7.X a few months back.
