Just a thought. . .

I remember with some old IJG packages you had to *specify* that you wanted
libraries built - they only build the utilities cjpeg and djpeg by default. If
yoiu are building from a tarball, try specifying:

./configure --enable-shared --enable-static

. . . but surely your distro supplies binaries, I know there are deb's and rpm's
for this.
