popup text colors/size

where does the winlist and pager get it's 
popup text specifications?

theres a Balloons listing in ~/G/L/A/winlist
but, the popups aren't anything close to 
whats listed there.

it looks like this:
*WinListBalloons
*WinListBalloonDelay 0
*WinListBalloonBorderWidth 1
*WinListBalloonYOffset +1
*WinListBalloonFore black
*WinListBalloonBack wheat
*WinListBalloonBorderColor black
*WinListBalloonFont -b&h-lucida-medium-r-normal-*-10-*-*-*-p-*-iso8859-

but, the ballons that come up are bright red text on a bright green
background.  the same for the Pager balloons.
