It appears that when you do this update, it inserts the files in you 
~/GNUstep/Library/Afterstep/feels and looks directories, as well as the 
default feels and looks usually located in /usr/local/share/afterstep/look
s and feels.

I think this is a deliberate choice. This way your personal feels and 
looks directories only need to contain your personal files.

The other questions I don't know about. Sorry.
