Bug: 'SmartPlacement' do not work with 'StartsOnDesk'

First question: Is there a bug-submitting page?

Then the bug:
'SmartPlacement' do not work with 'StartsOnDesk'

When I am on desk 1, and start a program that is suppose to start on Desk
2, (in the database-file) it will not preform 'SmartPlacement'.

I use AfterStep version 1.7.103
