I take it you mean that you don't want to switch "panes" at the edge of
the desk.  Change the EdgeScroll setting.  See the afterstep man
pages for details.

Do you mean to pin them?  Click twice.  Or do you mean that you want some
window to be on top?  You need to make it sticky.  Again, see the docs.
