This may be a _dumb_ answer but here's my two cents:

What would happen if you configured a new icon in
/usr/local/share/afterstep/wharf to point to the /etc/ppp/ppp-on script
like so:

*Wharf Internet World.xpm Exec "-" /etc/ppp/ppp-on &
