Titlebutton balloons

My titlebuttons are mostly transparent - they consist of an outline which
is either light or dark (it looks like the button is recessed but it
retains the texture of the titlebar).  I have no problems actually using
the buttons when I click inside them (ie. on the bit that's transparent)
but the balloons only appear when the mouse is hovering right over the
outline, which is kinda tricky because it's only 1 pixel thick.  Is it
possible to have the title button balloon code modified so that it takes
this type of thing into account, please and thank you?
