My guess:
The program is not called "GtkICQ", but "GtkICQ <versionnumber>"
So, try edit
Style "GtkICQ"
to
Style "GtkICQ*"
and see what happens.
Tip: Use the winlist(-menu) to see the correct name and spelling.
