StaysOnBack + FocusFollowsMouse

Hello.

I seem to have a problem with the StaysOnBack property of windows. I have 
2 windows that start automatically at startup using the "autoexec" file. 
These windows are also registered in the "database" file with properties: 
"NoTitle, NoHandles, Sticky, StaysOnBack".

But these windows still jump into front when they get the focus. I use 
focus follows mouse.

What do I do wrong?
