Pager quirk

I am currently using AS 1.7.37 patch 8 which I think is equivalent to 1.7.45.
Anyhow, my Pager is functioning quite fine and doesn't crash or anything, but
it doesn't seem to start up correctly. I have it set to be transparent green
over my background (RainHi.xpm). When AS starts, however, 99% of the time the
Pager is not transparent, but has a green/black hash on it. If I stop pager
and then start it, it is fine and the transparency works. The other 1% of the
time, it starts like I described above, but it also has a titlebar. This too
can be fixed as described above.
So.. how can I make my pager start transparent from the beginning? Maybe by
positioning is later in autoexec? Or adding a Wait in autoexec? Right now,
it's at the bottom with only Winlist being started after it.
