PPPD and Dialer for AfterStep

I have a pppd dialer from WvDial. IT runs fine as root but when Itry to
run it as me it says that the /dev/ttsy* permisssions are denied.
Is this a limitation with Linux and if so does anyone know how I can get
access to the deviuces from a user other than root?

If you have a local start menu, AfterStep ignores the global one (1-7.x
has
a compile option that allows you to merge the two, I understand). This
also applies to the other configuration files (the blocking bit, not the
merge option).
