When you start pager in autoexec or wharf you write :

Pager  0   - pager will be active on desk 0
Pager 0    3 - pager will be active for desks 0 through 3
Pager 1    3 - pager will be active for desks 1 through 3
Pager 1   100 - pager will be active for desks 1 through 100

and so on.
