Afterstep directoy hierarchy ...

I am currently building 1.5pre7 with the only modifications being that
bin_dir, mod_dir, man_dir, and share_dir are all residing under
/usr/local/afterstep. And the helpcommand has been set to use xterm rather
then xiterm since I do not have xiterm on my systems here.
The fact that everything is under /usr/local/afterstep will make it easier
to provide tar balls on the various platforms I am trying to build on.
hopefully it is not a bad idea to do make the changes. In fact it would be
nice to make that the default value for the directories.
