configure/xpm.h problems

Ok, I am trying to compile AS on a system I don't have root on, and
libXpm/xpm.h isn't in the main X11 include/lib dirs they are in my home
directory under ~/lib and ~/include, but:
configure --x-includes=/home/jordan/include --x-libraries=/home/jordan/lib

doesn't work, I still get configure.c can't find X11/xpm.h, which I have,
in /home/jordan/include, and include/X11 just to make sure.

but I get an error saying: can't find <X11/xpm.h> when it tries to compile
configure.c

Anyone know how to tell make that xpm.h is in my include dir not the main
X11 include dir?
