Ahh, no. CDE is just an environment where all applications look the
same. You can have what ever X-server you like. I think RedHat CDE
works well with XFree, XiCDE though states that their CDE is only
tested on their own X-server but should work with XFree. So this boils
down to an AfterStep problem as it is the window manager (called dtwm
in CDE).
