Functions like init and restart

Can we make functions that do more than one thing, and that do not
depend on a mouse context to operate. In other words, I want to make
functions that do several things, like init and restart (I think that is
what they are named). Is this allowable?

I usually experiment before asking, but the slightest mistake in the
configuration files seems to cause an almost irrecoverable crash (i.e.,
it becomes very hard to get AfterStep up and running again).
