manipulating the winlist

first, here's hoping i'm using the right term; by "winlist" i mean the
line atop the screen that lists all running applications. it's a nice
feature, but it would be nicer if there were a way to easily configure it
so that it spends its life on the *bottom* rather than the top line of the
screen. the reason for this is that a goodly number of applications want
to put their controls under it, which is annoying -- though today i
discovered that there is apparently a way of moving it, for the time
being. placing it horizontally across the bottom of the screen, even
though it would then in some respects resemble the miserable windows 95,
would be preferable.

though i've found where it can be lengthened and shortened, and placed
horizontally or vertically, i haven't found where i can stick it to the
bottom of the screen.

the afterstep is 1.45.3, i believe; in any case, the one that ships with
red hat 5.1. i'm running it in 16bpp at 1024x768.

any advice as to how i can configure this would be greatly appreciated.
