There is a section in the latest FAQ on how to make changes to the look &
feel in order to change the numner of buttons on a titlebar.  The
information you want is there.  In short, you need to define an event in
your feel file for a double-click in the titlebar.  Be aware that in some
versions, a double-click in the titlebar is already defined, so you need
to change that binding, rather than merely adding one.
