The files located in /usr/share/afterstep should be considered global 
defaults for the machine; files located in ~/GNUstep are your own personal
preferences.  The way most of AS works is if a part of AS needs to 
find preferences, it first looks in your personal prefs, then in the global
prefs.  Thus, if you are satisified the way a part of AS works, then you
don't need to use the prefs file in your personal preferences.
