Can't raise windows

I'm using Afterstep 1.0

I'm having trouble with a window ordering:  I can't raise window A over
window B if A's title is alphabetically earlier than B's.  

If I turn on AutoRaise, then it works fine, however.

Does anybody know how to fix this?

[I'm using 1.0 because I found configuring AS using the GNUStep directory
unpleasant, (in particular, I couldn't find where to turn off autoraise) 
and the -f option didn't work.]
