Problem is you can define NO_MAKESTARTMENU & NO_WARP_POINTER_TO_MENU
so there's no real reason to say 1.4.x aren't like 1.1 .
(you can also use old steprcs with -f like a plain 1.0)
asconf (in gtk) & ascp (in tcltk) will have clear flags to set configuration
mode : a single steprc, GNUstep hierarchy with startmenu files or plain Gp
hierarchy.

Feel free to use any version you prefer, but please avoid false comments.
Whenever we add a feature which some people may not like, a define allows to
avoid it.
