GIMP?

This is probably the wrong place to ask this question but I am going to 
do it anyway, have mercy on me I am new to Linux and not all that bright. 

I am trying to install gimp 0.99.31 on my Debian 1.3 system with 
AfterStep 1.4 and Xfree86 3.3.1. I think I installed the gtk+-0.99.9 in 
the wrong place. In fact I think I install everything in the wrong place. 
Here is what I did. I downloaded the file, gunzip'd it if I had to, cp'd 
the tar file into the /usr directory and then did a tar -xvf filename and 
extracted the tar file right there. After extracting it I proceeded to 
follow the instructions in the INSTALL and README files. When I run the 
./configure for the GIMP it says that it can't find the gtk files. All the 
files are all located in /usr/gtk+-0.99.9 directory that doesn't seem right.
