Question about feel

Hello everyone,
Thanks for the help with the backgrounds it worked! I'm curious about
something else. I recentely installed a new partition w/ Debian and i'm
not sure if this is a AfterStep feel question or rxvt question. When i
used to open rxvt it would have a scroll bar on the right. Now it's not
there (since upgrading to 1.4.5.55N and changing my system from slack to
debian).
