A module would be the best solution in my opinion.  That leaves afterstep
mostly unaffected by GNOME hints which in turn allows for all other
modules to remain unchanged.  The only thing such a module would have to
do is to translate messages from the afterstep pipe to gnome hints and set
the appropriate properties.
