This is true and if I understand correctly the package
MUST install in /usr. That's the whole point of a distinction
between the packages and post-installed software from the
sources.

It is a problem, of course, but I think all other packages
have exactly the same problem. They install differently
from source. Most of the packages refer to /usr since ppl
who are able to install things from sources are able (on
average) to find where the hell it's got installed.
To make the point you do sed s#/usr/local#/usr#g in the
documentation :)
