The "themes not tested" problem is also an issue, though, because of the
support problems.  I already have near-constant mail over "I downloaded
this theme from as.t.o, and it doesn't work.  Help me, now, dammit.  Your
window manager is stoopid.  I never have this problem with [insert wm name
here]."  Often it tuns out that it's a theme which is incompatible with
the current AS version.  

If the as.t.o person can't provide support (by virtue of not actually
using AS), I think we're asking for trouble.  It's nice that people want
to support AS, but I think support by someone who knows the underlying
problems is a necessary condition for becoming an "official" site.  (That
way, also, the person will know how to find out what's wrong, if s/he
doesn't already know.)
