Sounds like a good idea.  The people on the list certainly seem to favor 
this approach. :)

There's only one lib we can't do without - libX11. (well, ignoring libc, 
anyway)  The standard thing seems to be to stop configure immediately and 
print an error message.  What we do is ignore the condition.
