Constitutional Act on the establishment of the Union of People’s Republics was unanimously supported by the 59 members of Lugansk Republic Parliament. Leader of the “South-East” Oleg Tsarev reported that the parliament also ratified the constitution of the Union.
The day before the Constitutional Act was approved by the parliament of the Donetsk Republic. It is planned to be ratified by the Legislative Committee of the Union that will include 60 representatives of the Donetsk and Lugansk republics.
Donetsk and Luhansk republics were proclaimed in April 2014 and the supporters of independence seized a number of administrative buildings there (in particular, the regional administration in Donetsk and Lugansk). A referendum on the independence was held in May. According to organizers, the majority of voters supported the idea of independence. Based on the results of the referendum the republics formed independent governments of Donetsk and Lugansk Republics.
Ukrainian authorities did not recognize the results of the referendum. They organized a large-scale military operation in the east of Ukraine involving armored vehicles, artillery and aircraft. During the clashes, which lasted more than two months, hundreds of people, mostly civilians, were killed.
